1. Если бы работа в рамках правительственного контракта позволила центру несколько лет назад получить доступ к закрытой и труднодоступной информации, он смог бы скорректировать государственную политику по вопросу энергетической безопасности.
2. На практике такие противоречия разрешаются путем взаимной договоренности. Например, если бы мы были заранее извещены о предстоящем обнародовании тех или иных результатов, то, естественно, у нас было бы достаточно времени подготовиться к ответу на вероятные "сложные" вопросы.
3. С другой стороны, если бы наш Комитет имел право накладывать определенные ограничения на распространение результатов подобных исследований, это вступало бы в конфликт с основной идеей прозрачности деятельности органов государственного управления.
4. Если мы укрупним отделы, то это позволит сделать структуру Фонда более чёткой и усилить его экспертный потенциал.
