The responsibility of the residents of the campus



 

5.1. The residents of the campus, who violate the requirements of these Regulations, the accident prevention (safety appliances) rules, fire safety, sanitary regulations, rent contract, as well as show disrespect to the service staff and the administration of the campus and the university, members of the student council, senior students of the floors and senior students of the living rooms, other residents, are being regarded as violators and are subjects to be disciplined right up to the sending down from the university and eviction from the campus.

 

5.2. The violations committed by the residents of the campus as specified in clause 5.1. of these Regulations, requirements and norms, shall be considered by the disciplinary committee of the university formed for the well-founded providing the rector or with information for disciplining the residents; the disciplinary committee works according to the Regulations on the Disciplinary Commission, the staff shall be appointed by the order of the rector or an authorized person of the university.

5.3. The disciplinary punishments to the residents shall be meted by the order of the rector of the university or an authorized person on the basis of the statement of the disciplinary committee of the university and shall be applied at the latest one month from the date of violation detection and six months from the date of doing the violation, except for the time when the resident was ill, on vacation/on leave or on sabbatical.

 

5.4. There could be applied one of the following disciplinary punishments to the violators:

- rebuke;

- reproof;

- sending down/dismissal from the university with cancellation of the rent contract and eviction from the campus.

 

5.5. The application of a disciplinary punishment is preceded by receiving a written explanation from the violator. The refusal or deviation of the violator to give explanations is not ground to release him from disciplinary punishment. In case of refusal or deviation of the violator from giving written explanations, the proper document shall be drawn up.

 

5.6. The appropriate measures of disciplinary punishment shall be applied taking into account the weight and the circumstances of the committed violation.

 

5.7. The disciplinary punishment shall be applied taking into account the opinion of the trade union organization.

 

Regulations on admission to the campus by order and proper order of guests’ visiting

 

6.1. The passage into the campus is allowed upon presentation the pass of standard sample which shall be given at the pass office of the university. The pass is the main document for the passage into the campus. The renewal of the lost pass shall be done at the pass office according to the written request of the resident.

 

6.2. The going out of the campus is allowed round the clock, with the exception of the persons under the age of 18 in accordance with the legislation of the Russian Federation and city of Moscow.

 

6.3. There is imposed absolute rest at the campus from 11 p.m. (23:00) to 7 a.m. (07:00); and tell-tale light remains switched on in corridors and stairways.

 

6.4. The relatives’ visiting (mother, father, brother, sister, husband, wife, children) the residents of the campus is allowed upon presentation to the guards the documents confirming the relationship to the resident.

 

6.5. It is allowed to the guests to visit the resident of the campus on written resident’s request signed by the campus administration and pass office.

 

6.6. The resident shall welcome his guest; get a card of guests’ visiting at the checkpoint. Visiting hours are from 1 p.a. (13:00) to 11 p.a. (23:00) (weekends and public holidays from 9 a.m. (09:00) to 11 p.m. (23:00). The fact and time of the visiting are recorded by the security officer in a special journal. The visiting is allowed in the presence of the identity document of the guest.

 

6.7. The temporary residence of the guests (not more than 3 days 1 time a month) is allowed at the campus in accordance with the application of the resident, addressed to the head of the directorate of the campus, with written consent of the flatmates, positive resolution of campus administration and officially registered pass. The registration shall be done during one day and is possible if the resident had no disciplinary punishments and violations of these Regulations (such as outstanding payments for use of the living room at the campus, insanitation of the living room, etc.). The payments for a temporary accommodation at the campus shall be made on the basis and on the terms as specified by the university.

 

6.8. The allowed number of the guests in the living room is no more than 2 persons.

 

6.9. The observance of these Regulations by the guests is responsibility of the resident of the campus who has invited the guests.
