Rights and obligations of the campus administration



 

4.1. The campus administration is required:

- to ensure the accommodation at the campus in accordance with the legislation and these regulations;

- to provide the living rooms in accordance with sanitary, technical and fire-safety requirements and norms;

- to give an opportunity to use the sanitary and social facilities (kitchen, wash-rooms, bath-rooms, showers, laundry rooms, toilets, etc.) with equipment in good order and room for out-of-study hours activities;

- to provide the necessary thermal conditions and lighting in all rooms of the campus in accordance with the sanitary requirements and the labor protection regulations;

- to ensure the maintenance works on and complete overhaul of the tenement of the campus, the removing garbage and keeping the adjacent territory in proper condition;

- to ensure the providing public utilities and other services for the residents of the campus;

- to ensure the around-the-clock guarding and video surveillance at the campus, and the observance of the established pass regulations;

- to arrange the short-time registration of the residents of the campus in the procedure prescribed by the bodies of internal affairs in accordance with the legislation of the Russian Federation and city of Moscow;

- to conclude rent contracts with the residents of the campus, in accordance with the legislation;

- to familiarize the residents of the campus - at their moving into the campus and annually later on - with these regulations, safety regulations and preventive fire-fighting regulations, as well as with other local statements regulating the matters of residence at the campus and the changes of; and to require to put the signature in a special journal to witness the familiarization with the documents;

- to ensure the timely and prompt evacuation of  the residents in emergency situations;

- to provide the residents the living rooms with defect-free furniture, inventory, equipment, bedding, and other tenement of the campus in accordance with prescribed standards for individual (collective) use;

- to ensure the change of linen according to the sanitary norms and rules;

- to fill up the staff vacancies of the campus with service personnel;

- to assist the student council with development of self-government, improvement of communal services and leisure arrangements;

– to consider addresses and complaints of the residents of the campus, student councils, trade union organization, to hold meetings if necessary and to inform the residents about the decisions taken on addresses and complaints.

 

4.2. The campus administration has the right:

- to require that the residents should comply with these Regulations, safety rules, fire safety, tenancy agreement and other local documents regulating the matters of residence at the campus;

- to ask the persons moving in the campus for voluntary taking test of narcotics usage. The results of the test shall not be disclosed and are required for statistical analysis only;

- to open the living room in case of an emergency (accident) or malfunction of the fire sensors in the living room, and in absence of the resident there. That shall be done in presence of a representative of the campus administration, a representative of the student council or a flatmate. On the fact of the opening the room, shall be drawn up a report, signed by all persons presented at the opening. After elimination of the accident consequences, the living room shall be sealed;

- to demand from the residents a timely and full payment for use the living room (the rent), public utilities, as well as for back up services on the basis and on terms specified by the university (including payments for the period of holidays/vacation);

- to restrict back up services at the campus (such as passage of guests, etc.) temporarily if the resident has violated these Regulations and has been disciplined;

- to cancel the rent contracts with the residents of the campus in accordance with established procedure in cases of violation of the housing legislation and the rent contract provisions.
