The rights and obligations of the residents of the campus



 

3.1. The residents of the campus have the right:

- to live in assigned living rooms during the entire period of training on condition that the regulations and the rent contract are being kept;

- to use the sanitary and social facilities (kitchen, wash-rooms, bath-rooms, showers, laundry rooms, toilets, etc.), the rooms for out-of-study hours activities, equipment and property of the campus;

– to demand from the campus administration: fulfillment of engagements for providing the living rooms with defect-free tenement in accordance with prescribed standards; for timely maintenance works on power, water supply and sewerage systems; and for timely wear out replacement of the tenement;

- to move from one living room to the another one only by an authorization in writing of the head of the directorate of the campus;

- to insist on the improvement of general and housing services;

- to inform the head of the directorate of the campus and the trade union organization about the non-fulfillment the regulations and the rent contract by the campus administration;

- to make use of back up services provided by the university;

- to elect and to be elected to the student council, to participate in its work, to introduce motions for the improvement of housing and cultural services and to try to achieve their implementation;

- on the initiative and under the direction of the student council on a voluntary basis during out-of-study hours to participate in the work on the recreational development and landscaping of the campus and the adjacent territory (including maintenance works in the occupied living room as may be necessary); on the last Friday of every month and on the pre-holiday days to tidy up the rooms of the campus, the adjacent territory and to do other types of work under observance of safety regulations;

- to have the other rights provided by the legislation.

 

3.2. The residents of the campus are required:

- to move into the living room of the campus within three days after information about granting the right of residence at the campus and preparation of the rent contract, otherwise, the incoming person forfeit    his right to reside at the campus;

- to acquire familiarity with these regulations, safety regulations and preventive fire-fighting regulations when moving into the campus and annually later on;

- to do a short term registration at the residence in Moscow;

- to submit the documents for registration at the residence, as well as for military registration in accordance with established procedure and by the specified date;

- to observe these regulations, safety regulations and preventive fire-fighting regulations, rent contract and other local documents regulating the matters of residence at the campus;

- to make payments for using the living room (rent), for public utilities and for back up services on the basis and on terms specified by the university (including payments for the period of holidays/vacation);

- to submit the new health certificates to the campus administration every year by the 1st of September;

- to use electricity, gas and water sparingly;

- to turn off the hot and the cold taps, the gas valves, to close the windows, doors, put out the light and electrical appliances on going out of the living room (or of the sanitary or social facilities);

- to hand the reserve key to the living room over to the representative of campus administration for deposit;

- to use the living room only for residing; it is forbidden to hand the key over to unauthorized persons and to give them lodging in the living room (place in it);

- to handle the tenement of the campus with care, to maintain cleanliness of the living room

and the public spaces, to tidy up the living room regularly;

- to renew the pass for entrance into the campus within three working days in case of its loss;

- to be personally and in full measure liable for breakage of the tenement of the campus received for individual (collective) use;

- to recover the caused material damage in full measure, such as damage on buildings, rooms, furniture, other tenement (doors, locks, windowpanes, lamps, electricity supplies, etc.) or to purchase the tenement in return for the caused property damage at own expense within one month after the report has been drawn up and signed by the representatives of the campus administration and the student council;

- to permit of no breach of instructions on maintenance of the tenement of the campus;

- to do maintenance work on the living room;

- to keep the sanitary technician cabinet (if any is available) free from irrelevant objects for unimpeded approach to the water pipes and soil-pipes;

- to permit of no encumbering of the corridors and stairwells, the main and emergency exits with furniture

and personal belongings;

- to let freely in the representatives of the campus administration and the university, service personnel of the campus for inspection the sanitary and fire safety conditions of the living room, for control of its proper use, as well as for necessary works (including sanitization) on the living room;

- to inform the campus administration (at night – the custodial servants) timely about all damages, facts of anientisement, destruction, or improper use of the campus tenement, faults, including the failed fire alarm system, timely;

- to make a written request timely in special registration journal about arisen faults, e.g. electricity supplies, water supply, sanitary equipment, doors, locks, windows etc.; plague of insects, rats;

- to return the tenement of the campus on the eviction;

- to permit of no being (residence) of guests in the living room unless the consent of the flatmates and the permission in accordance with the clauses 6.5. – 6.10. of these regulations have been given;

- to maintain the sensors of fire alarm system in working order;

- to know the procedure in the event of an emergency and be able to use the individual facilities with filter effect for protection of respiratory apparatus;

- to use the resident services (ablution) facilities (kitchens, laundry rooms, ironing rooms, linen drying rooms), rooms for out-of-study activities, lifts in accordance with established procedure;

- to be on duty in the kitchen according to a schedule made by the senior student of the floor and agreed

with the President of the student council and campus administration;

- to get the written permission from the campus administration to move the tenement of the campus, obtained for individual (collective) use, from one living room to the another one;

- to get the written permission from the campus administration for taking away from the campus,

as well as bringing in the campus and moving from one living room to the another one the personal belongings of big-volume;

- to get the written permission from the campus administration for rearrangement of the living room, incut of mortise door- locks, installation of electric wiring and wire radio communication, connecting up to the telephone network, to the Internet, advertising, installation of outdoor television antennas, air-conditioners;

- to inform the campus administration about the short term departure from the campus during the vacation period; the living room shall be in proper sanitary and technical conditions;

- to keep quiet at the time specified in clause 6.3. of these regulations;

- to observe the conventional rules and norms of behavior;

– to perform other duties stipulated by the legislation;

– to be respectful to the service personnel, administration  of the campus and the University, members of the student council, senior students of the floors, senior students of the living rooms and other residents.

 

3.3. The residents of the campus are forbidden:

- to smoke in all rooms and territory of the campus;

- to store and use a hookah in the living room;

- to use electronic cigarettes and other steam generators;

- to make an open fire, to light candles and kerosene lamps in all rooms and territory of the campus;

- to make smoldering combustion of aromatic sticks, mosquito coils, etc. in all rooms and territory of the campus;

- to use the personal energy-intensive electric heaters in the living room;

- to be in the campus in alcoholic , narcotic or toxic inebriation; to have in store, to take and  to distribute alcoholic beverages, to use drugs and psychotropic agents, to store consumer packaging;

- to be in another living room in the time from 11 p.m. (23:00) to 7 a.m. (07:00);

- to store explosive and flammable materials, liquids, liquefied gases in the living room;

- to store in the living room or to carry  any weapon (cold steel);

- to move unauthorized in and to move from one living room to the another one without written permission of the directorate of the campus;

- to rearrange and to replan the living room, to cut in the door-locks, to install electric wiring and wire radio communication, to connect up to the telephone network, to the Internet, to advertise, to install the outdoor television antennas and air-conditioners without written permission of the campus administration;

- to infringe the design integrity of the furniture of the campus;

- to move the tenement of the campus, obtained for individual (collective) use, from one living room to the another one without written permission of the campus administration;

- to take away from and to bring in the campus as well as to move from one living room to the another one the personal belongings of big-volume without written permission of the campus administration;

- to give the own entrance pass to the campus another person;

- to switch on the audio, television and video equipment on the sound volume above listening distance  

within the living room;

- to keep any animals at the campus;

- to litter at the campus, including living rooms, corridors, kitchens and other public spaces;

- to use electrical equipment in the living room, including extension cords, which have not been certificated in accordance with established procedure;

- to use the sanitary and social facilities (kitchen, laundry rooms, ironing rooms, linen drying rooms) and the lifts from midnight (00:00) to 6 a.m. (06:00);

- to commit actions raising difficulties to normal (regular) functioning of the sensors of the fire alarm system;

- to pass to the roof and the fire escape, to go upstairs to the loft, to stand and to sit on the window-sills, to sit on the stair steps, on the floor in corridors and public spaces;

- to play games of hazard;

- to speak bad (abusive) language;

- to get into fights and brawls;

- to enter the living room of the other residents without their consent;

- to use goods and belongings of the residents of the campus without their consent;

- to be engaged in any enterprise at the campus.
