at the Campus with Student Halls of Residence

of Moscow Polytech

1. General provisions

 

1.1. The Internal Regulations at the campus (hereinafter referred to as the Regulations) of the Federal State Budgetary Educational Institution of Higher Education "Moscow Polytechnic University" (hereinafter referred to as the university) were developed in accordance with the Federal Law of the 29th of December 2012 No.  273–ФЗ "On the Education in the Russian Federation", the Housing Code of the Russian Federation of the 29th of December 2004 No. 188–ФЗ, the By-law of the university and other statutory acts; and apply to all persons residing at the campus.

 

1.2. The student halls of residence (hereinafter referred to as the Campus) are organization departments of the University and consist of ten student halls of residence:

No. 1 at the address: Moscow, M. Semenovskaya St., house 12;

No. 2 at the address: Moscow, the 7th Park St., house 9/26;

No. 3 at the address: Moscow, the 1st Dubrovskaya St., house 16 A, building 2;

No. 4 at the address: Moscow, 800th Moscow Anniversary St., house. 28, building 1;

No. 5 at the address: Moscow, Mikhalkovskaya St., house 7, building 3;

No. 6 at the address: Moscow, Borisa Galushkina St., house. 9;

No. 7 at the address: Moscow, Pavla Korchagina St., house 20, building 3;

No. 8 at the address: Moscow, Riga passage, house 15, building 2;

No. 9 at the address: Moscow, Riga passage, house 15, building 1;

No. 10 at the address: Moscow, 1st Baltiysky Side Street, house 6/21, building 3.

 

1.3. The campus is intend for temporary accommodation of nonresident students and post-graduates on full-time and on correspondence training (for the time of their interim and final examinations) (hereinafter referred to as students of the university) registered outside of the Moscow Small Ring. The priority rights of accommodation have nonresident students and post-graduates enrolled for full-time training at the expense of budgetary appropriations of the federal budget.

 

1.4. In some cases, when all students of the university having need for housing have been well accommodated in the student halls of the university, as specified in the clause 1.3, the university – by agreement with the trade union organization of staff and students (hereinafter referred to as the trade union organization) - may decide on the temporary accommodation at the campus of intrants, graduates applied for post-graduate and master courses, students of the university registered in Moscow and in Moscow Region within the bounds of the Moscow Small Ring, attendees of the preparatory department, of the faculty of continuous education and of other forms of postgraduate and additional vocational education, staff of the university, students of other educational institutions which have no campuses with student halls of residence on site.

 

1.5. Foreign citizens admitted to study at the university, are accommodated in the campus in accordance with the Federal Laws of the Russian Federation "On migration registration of foreign citizens and stateless persons in the Russian Federation" of the 18th August 2006 No.109-ФЗ and "On the legal status of foreign citizens in the Russian Federation" of the 25th of August 2002 No. 115– ФЗ, unless otherwise provided by the legislation.

 

1.6. The residents of the campus shall conclude rent contracts for the living rooms (hereinafter referred to as the rent contract) at the campus of the university in accordance with the legislation without fail; the form of the rent contract shall be confirmed by the order of rector of the University. The rent contract shall be concluded with full-time students of the university for the entire period of their study, and with other persons for the limited time only.

 

1.7. The campus buildings, equipment, as well as furniture, bedding, and other tenement (further referred to as the tenement) given the residents for individual (collective) use are property of the Russian Federation and are in operational management of the university.

 

1.8. In the campus,  there are the rooms for self-study training and leisure, lounges, children's playing rooms, baby carriages storages, gymnasiums, isolation wards, resident services facilities (kitchens, showers, washrooms, laundry rooms, ironing rooms, linen drying rooms) and catering (dining-halls, buffets).

 

1.9. Coordination of educational activities, development of proposals for improvement of educational work at the campus and consideration of other matters relating to the residents of the campus, are competences of the Council of the University for Educational Work.

 

1.10. At the student halls of residence, there are created and operated the public associations, the student authorities (hereinafter referred to as the student councils), according with the Regulations on the Student Council.

At the student halls of residence shall be appointed senior students of the floors and elected senior students of the living rooms.

 

1.11. The organization of educational work and the leisure arrangements at the campus are competences of the directorate of educational and social activities (hereinafter referred to as DESA) together with the trade union organization and student councils.

 

1.12. Accommodation at the campus, interaction with campus administration, educational organization departments, trade union organization and student councils are competences of the directorate of the campus.

 

1.13. The first-hand supervision of the campus and the working of personnel of the campus are competences of the head of the directorate of the campus.

 

1.14. When any disputes and complaints have been arisen from residents, they shall be considered first by the administration and the student councils of the campus, and in case of failure to act on complaints – by the head of the campus and the trade union organization.

 

1.15. The residents of the campus, who keep these regulations and take an active part in public work, maintain their living rooms in good sanitary state can be recommended for an encouragement (official appreciation, awarding a honorary diploma or a diploma, etc.) by the directorate of the campus, DESA, trade union organization, campus administration or student councils.

 

The procedure of granting the right of residence, accommodation, re-accommodation and eviction from the campus (vacation of the living room)

2.1. The right of residence at the campus is granted in the time specified by local statutory acts of the university, on the basis of an application submitted to the directorate of the campus as a rule as the living rooms will have been vacated, taking into account the progress in studies, social benefits and petitions of the applicant. The accommodation shall be done on the basis of a rent contract.

 

2.2. The documents to be submitted for accommodation at the campus:

- Two copies of passport pages containing information,

- Two color photographies 3 x 4 cm,

- Confirming document on paying the rent for use the living room at the campus,

- Copy of medical insurance policy,

- Health certificates: from dermatovenerologic dispensary and of fluorography test (for foreign citizens additionally: HIV and WR tests)

- Copy of military registration certificate or military certificate (for males, citizens of the Russian Federation).

2.3. The accommodated persons accept the living rooms from the campus administration in accordance with a deed of conveyance and an acceptance report.

 

2.4. The order of use the campus by students, who are on academic leave for medical reasons and in other exceptional cases, is determined by the directorate of the campus in coordination with the trade union organization in accordance with the resident’s application and certificates on medical in-patient or out-patient treatment (of medical institution in the location of the university).

 

2.5. The re-accommodation of the residents from one living room to the other one within the same student hall of residence shall be done in the time specified by local regulations of the university in accordance with the resident’s application signed by the campus administration, the Chairman of trade union organization, and with appended positive instructions of the head of the directorate of the campus on condition that the applicant has no outstanding academic debts or disciplinary punishments.

 

2.6. The re-accommodation of the residents in connection with impossibility of lodging in the living room because of force majeure conditions shall be done by a decision of the administration of the university.

 

2.7. The intrants and the graduates applied for post-graduate and master courses may be temporarily accommodated at the campus for the period of entrance examinations, as well as students on correspondence training for the time of the interim and final examinations, in accordance with the procedure and payment, specified by the university. Graduates of the university who obtained the right of lodging extension may be re-accommodated in other living rooms of the campus.

 

2.8. The right to live in an isolated living room (family room) or in a room in a block (if any is available) may be given to a student or staff family of the University after their marriage registration. The decision on the accommodation in an isolated living room in accordance with an application, submitted to the trade union organization by one of the family members, shall be taken by the Commission, approved by the order of rector of the university.

 

2.9. The registration of the residents of the campus shall be done in the procedure prescribed by the bodies of internal affairs in accordance with the legislation of the Russian Federation. The preparation of the documents required for registration of residents and striking them off the register are the competences of the directorate of the campus.

 

2.10. The residents of the campus - after sending down/dismissal from the University for any reason - are required to vacate the living rooms within three working days from the date of the order of rector of the university on their sending down/dismissal. The foreign students shall be evicted from the campus in accordance with the legislation of the Russian Federation, as specified in the clause 1.5 of this regulation.

 

2.11. The intrants and the graduates applied for the post-graduate and master's courses who have received unsatisfactory grades for the entrance examinations shall vacate the living rooms within three working days from the day of declaration the results of the entrance examinations; and those residents who have appealed against their results of the entrance examinations shall vacate the living rooms within three working days after confirmation of the grade adequacy by the commission of appeals; the intrants and the graduates applied for the post-graduate and master courses, who did not had an advantage over their competitors, shall vacate the living rooms within three working days after publication of the order of rector on their sending down/dismissal from the university.

 

2.12. On the eviction from the campus, the residents are required to return the (entrance) passes to the pass office; keys, university’s property and registration certificates to the representative of the campus administration, as well as to get relevant notes in their dismissal walk-around lists and in deed of conveyance and acceptance report of living rooms.
