1. From 1977 to 1980 tripartite negotiations were carried out by the Soviet Union, the United Kingdom and the United States for a comprehensive test ban which would include underground tests.

2. The negotiations were suspended in 1980.

3. However, since it is a widely-held opinion that stopping all nuclear tests would put a cap on further qualitative development of nuclear weapons and be an important step in nuclear disarmament, the issue of a comprehensive test ban is a major subject of discussion in the United Nations General Assembly and an item on the agenda of the Conference on Disarmament at Geneva.

4. However, there are differences of approach among CD members.

5. While a number of States maintain that a discussion of all issues relating to a nuclear test ban would be helpful before negotiations can begin, a large number of countries believe that all matters relating to the conclusion of a treaty have born thoroughly considered and, accordingly, press for immediate negotiations.

6. The Soviet Union, for its part, has repeatedly expressed its firm support for the objective of a comprehensive nuclear-test-ban treaty and, to that end, unilaterally halted all nuclear explosions for 18 months, from August 1985 to February 1987.

7. For the United States, a comprehensive test ban remains a long-term objective.

8. It holds the view that global security interests would not be served by entering into comprehensive nuclear-test-ban negotiations in advance of other far-reaching arms-limitation and disarmament measures and while its security and that of its allies remain dependent on nuclear weapons.

9. It favours the stage-by-stage negotiations being conducted between the United States and the Soviet Union, which will permit effective verification measures of two existing treaties on nuclear testing and lead to their ratification and entry into force.
