1. The Outer Space Treaty of 1967 bans the orbiting and stationing of nuclear weapons in outer space.

2. It does not, however, ban the transient use of outer space by such weapons, nor does it fully regulate the question of the development of anti-satellite weapons (known as ASAT weapons).

3. In the 1978 Final Document of the first special session on disarmament, the General Assembly called for further measures in the spirit of the Outer Space Treaty "to prevent an arms race in outer space".

4. Subsequently, initiatives have been undertaken in the General Assembly in order to prohibit the orbiting or stationing of weapons of any kind in outer space, and various resolutions have been adopted for effective verifiable agreements to prevent an arms race in that environment.

5. In 1983 and subsequent years the General Assembly asked the Conference on Disarmament to intensify its efforts and set up a working group on the subject.
