По дисциплине «Иностранный язык в сфере юриспруденции» (английский)

Для студентов факультета подготовки специалистов для судебной системы

(заочная форма обучения)

 

  1. Письменно переведите следующий текст с английского языка на русский.

Criminal Courts

 

If a person broke the law, he must be brought first before a magistrates' court, which has the power to impose fines up to 100 pounds and to send people to prison for up to six months. If a case is too serious for the magistrates they hear evidence about it and then send the case to be tried to a higher court, where there is a jury. Each town has a magistrates' court, which sits at least twice every week.

 

In 14 big towns there are 'stipendiary' magistrates who are experienced barristers who have accepted these full-time paid judicial offices. In most places, however, the magistrates are Justices of the Peace. These are ordinary citizens, both men and women, who have been appointed to their offices by the Lord Chancellor on the advice of special advisory committees. Justices of the Peace receive no payment. They have no training for their office, though some courses are provided which they may follow if they wish, after being appointed. They are advised on points of law by their Clerk, who is a professional lawyer, but in deciding on punishments they do what seems best to them.

 

When a criminal case is not finally dealt with in the magistrates' court it has to go for trial as soon as possible before the Crown Court. If the accused person says that he is not-guilty of the charge made against him, a trial takes place before a jury. Certain very serious cases, like murder, and cases of special difficulty, like forgery, can only be tried by the Crown Court.

  1. Письменно переведите следующий текст с английского языка на русский.

Legislation in Great Britain and the USA

New legislation in Britain usually starts in the House of Lords. In each House a bill is considered in three stages, called readings. The first reading is purely formal, to introduce the bill. The second reading is usually the occasion for debate.

The bill is then returned to one of the Houses for the report stage, when it can be amended. If passed after its third reading, it goes to the other House. Amendments made to a bill by the House of Lords must be considered by the Commons. If the House of Commons does not agree, the bill is altered and sent bask to the Lords. Finally, the bill goes to the reigning monarch for the royal assent.

The US Congress, the lawmaking arm of the federal government, consists of two Houses: the House of Representatives and the Senate.

The proposed legislation, or bill, is first introduced in the House of Representatives, the, referred to one of the standing committees, which organizes hearings on it and may approve, amend or shelve the draft. If the committee passes the bill, it is considered by the House of Representatives as a whole. If passed there, it goes to the Senate committee hearings and general debate.

In cases of disagreement, the House of Representatives and the Senate confer together. Once passed by the Senate, the bill has to be examined by two more standing committees - the Committee on House Administration and the Senate Committee on Rules and Administration - and is then signed by the speaker of the House and by the president of the Senate.

Finally, it must be signed by the president, who has the right to veto it.
