About Association
Kazakhstan greenhouse association was founded in the last year with the purpose of domestic and foreign innovation energy-saving technology promoting, growing of ecologically clean vegetable production in protected ground, development of breeding (selection), implementing of modern branch equipment in the field of greenhouse technologies.
Within the frame of charter activity Association supports existing greenhouse complexes in solution of the questions of the limit granting and tariff reduction on heat-carrying agent, working on making technical regulations for vegetables of protected ground. To arrange the training courses for managers and agronomists of greenhouse complexes in the program of making technical regulations at the cost of finance of local budget. The specialized exhibition to be arranged and held by planning order, study of working experience of greenhouse complexes of near and far abroad, experience of delivery of greenhouse complexes, and their completing, consulting and support on agronomy, solving problems concerning construction of greenhouses and etc.
For the purpose of system arrangements elaboration on development of greenhouse industry in Kazakhstan, and also taking into account currency of questions of providing with vegetable production in low season “KazAgroFinance” JSC organize events for fund allocation to lessors. The issue of leasing period was increased for 12 years instead of 7 including grace period.
At present Association raised question on concurrent development with industrial – home and farm greenhouses. For these purposes fund allocation throughout “Agriculture sponsorship fund” JSC with MoA Rok is planned.
All mentioned above and these steps can help us to achieve a strategic purpose: low season growing of ecologically clean vegetable production in protected ground for people of Kazakhstan.
In the last year in Kazakhstan the following greenhouses were constructed:
§ “Mercur house” LLC – Russian greenhouse construction, Almaty region, 4Ha. Privet investment.
§ “Asia-trade1”LLC, Shymkent city – 1Ha;
§ “East – Kazakhstan greenhouse complex”LLC – construction by Holland technology, 4.7Ha.
§ “Kazakhstan greenhouse technology”LLC - Russian greenhouse construction, Stepnogorsk city, 3.5Ha.
On June, 2nd, 2009 the credit commission of "Kazagrofinance" JSC has considered again the first projects of this year on building of greenhouses financing, and approved 4 projects, namely:
1. «Green Technology»LLC (Karaganda city) building of an industrial greenhouse – 3Ha.
2. «Zhasyl Shygyn Orman» LLC (Pavlodar city) greenhouse building
3. Kazakhstan greenhouse technology (Stepnogorsk city) refinancing on finishing of greenhouse complex - 3,5Ha.
4. Green Houze - the Green house LLC (Tekely city) Expansion of greenhouse complex before 2Ha, in addition 4Ha.
Currently local executive powers represented by regional and district Akimats, actively create favorable conditions on places on cultivation of fruit-and-vegetable cultures, supporting in organization of country and greenhouse production. With active support of MoA Rok Kazakhstan Greenhouse Association has to solve following perspective problems, for support of existing greenhouse complexes:
1. Cancellations of the customs duties of 15 % for greenhouse import on code ТН foreign trade activities 9406. At present in Ministry of industry and trade of Republic of Kazakhstan in the Interdepartmental commission it is considered, the given question and in the near future we hope, that from the agenda the given problem will act in film. In March of this year thanking МСХ РК already it has been removed for import of hothouses of the VAT by an offset method.
2. Tariff reduction on heat-carrying agents (gas, e/energy);
3. Subsidising of mineral fertilizers and pesticides;
4. Creation of instant mineral fertilizers for the closed ground;
5. VAT cancellation and custom duties at import of mineral fertilizers for the end customer, that is greenhouse economy;
6. Creation of biolaboratories and experimental farms at «Kazagroinovatsija»JSC;
7. Regulation of state registration at import of pesticides. As in the Republic of Kazakhstan delivery is not systematized or there are no representations that could be engaged, and greenhouse complexes at import appear in difficulty with state registration. Term of state registration of medicines till 2 years;
8. «Kazagroinnovatsija» JSC plans training courses of agronomics in the conditions of the closed ground. There are no practical experts-agriculturists working in the conditions of the closed ground in existing greenhouse complexes. Experts-agriculturists are involved from other countries. These experts are highly paid. That is, these expenses are reflected on the cost price of production towards increase. Experts only for an open ground graduate educational institutions. That is, it is necessary to pay attention to the question of agricultural universities graduating agricultural specialists in the conditions of the protected ground.
9. In conference with MoA Rok it is necessary to fulfil the target program «Development of the project resolution of the republic of Kazakhstan « About the statement of special conditions of delivery of gas for agricultural commodity producers» with purpose of allocation of agricultural commodity producers in a separate category of consumers of gas with definition for them of special conditions of gas delivery.
