If you are planning to spend 14 days isolation in a hotel / private apartment
In accordance with Federal Law No. 163-FZ dated June 27, 2018, all foreign citizens must be registered with the migration registration strictly at the address of actual residence:
• If you live in a private apartment (rent; live with friends or relatives) - the owner of this apartment is obliged to put you on the migration register at the address of the apartment. Before you move into an apartment, sign a lease and pay rent, check with the owner of the apartment if he is ready to register you.
• If you live in a hotel/hostel, the hotel/hostel is obliged to put you on the migration register on the day of arrival and give you registration with the signature and seal of the hotel and stamp of a Multifunctional center (МФЦ) or an inspector of the Ministry of Internal Affairs. Registration ends on the day of check-out. After that, you have a maximum of 3 calendar days for migration registration at your new place of residence (in a hostel, in a private apartment, in another hotel).
During the 3 (three) days within which you have to take the COVID-19 PCR test, you need to take it yourselves in any laboratory of Novosibirsk. After receiving the negative result, contact the International Student Support Center via email isscnsu@gmail.com, attaching the result of the test to the letter. You will also need to send the photo/scan of your migration card to ISSC via that email. The ISSC staff will answer when you can start attending the university.
If you plan to spend the period while waiting for the test results at the NSU dedicated quarantine facility:
Due to the coronavirus pandemic, the procedure for settling foreign students arriving from abroad at the NSU hostel has changed:
1. No less than 7 (seven) days before the expected date of arrival, relay this date to International Student Support Center (ISSC) by mailing to isscnsu@gmail.com.
Attention! The number of rooms in the dedicated facility is limited.
2. No later than 5 (five) working days prior to arrival at NSU, send to isscnsu@gmail.com a photo/scan of the signed application on the provision of a place to stay in the NSU dormitory for foreign citizens and stateless persons arriving from abroad.
In case of non-fulfilment of the above requirements, NSU reserves the right to refuse to provide a place in a dormitory.
3. Со дня прибытия в НГУ в течение 3 (трёх) дней соблюдать правила изоляции в специально отведённых для этого помещениях общежития №1а с проведением обследования на COVID-19 методом ПЦР в течение этого срока.

3. Counting from the day of arrival at NSU, within 3 (three) days follow the isolation regime in the specially designated rooms of dormitory No. 1a. Do not forget to have a PCR test for COVID-19 within this time period.

4. Documents for migration registration on the territory of NSU (passport / certificate, migration card) can be transferred to the International Relations Department (IRO) in the following ways:
1) providing the head of the dormitory with the original documents for making copies with the following transfer of said documents to IRO;
2) by sending photographs or copies of documents to inter@nsu.ru;
3) coming with the original documents to IRO immediately after the end of the isolation period. Registration (registration) is carried out immediately at the address of the dormitory where you will live after isolation, and you will stay until you change the place (stay at a hotel / hospital, crossing the border of the Russian Federation).
5. Upon ending of the isolation period and receiving a negative test for COVID-19, you will be given instructions on how to check into the student residence.
What expenses await you at the NSU dedicated quarantine facility:
1) The laboratory test for COVID-19 by the PCR method is paid by the students independently at the price set by the medical organization.
2) Options to have food from:
• NSU canteen. Meals (breakfast, lunch, dinner) about 500 roubles.
Orders are accepted through the NSU website https://www.nsu.ru/n/online-pay-gpb/ until 14.00 with the delivery made the next day. You must select the service "Payment for meals (observation)". After that, a menu and a price list will appear. The delivery of the set is carried out in parts:

08.00 - Breakfast, 13.00 - Lunch, 16.00 - Dinner.
• Food delivery from cafes / restaurants. To do this, you can use such mobile applications as Delivery Club, YandexEda.
• Cook yourself. During your stay at the observatory you will have access to the kitchen. We recommend that you bring your own dishes and food with you. To order food in a supermarket, you can use the SberMarket mobile application.
• Friends / acquaintances / relatives can give you food or dishes through security.
3) The cost of living in the dedicated quarantine facility does not differ from the cost of living in an ordinary student dormitory of NSU (about 1200 roubles per month).
4) A year-long contract of voluntary medical insurance costs 3000 - 3500 roubles.
