Today we are going to speak about the budget. We will focus our attention on the budget of Ukraine, its major stages and its constituents. We will also consider the budget of the USA and compare it to the Ukrainian one.

The Structure of the Budget System of Ukraine ( Болокан, Васильків, Дашко, Здерчук, Кацуба, Марущак, Мельничук)
The budget system of Ukraine includes the State Budget of Ukraine and local budgets. Local self-government budgets include the budgets of territorial communities of villages, settlements and towns.
The Consolidated Budget
The consolidated budget is an aggregate of all budgets and is used for analyzing and forecasting the economic and social development of the nation. The consolidated budget of Ukraine includes the State Budget of Ukraine, the consolidated budget of the Autonomous Republic of Crimea, and the consolidated budgets of regions and the cities of Kyiv and Sevastopol.
Principles of the Budget System of Ukraine
The budget system of Ukraine is based on the following principles:
- the principle of integrity of the budget system of Ukraine
- the principle of balanced budgets – assignments for implementation of expenditures from the budget shall be in agreement with the amount of budget receipts to be collected in the respective budget period;
- the principle of independence – the State Budget of Ukraine and local budgets are independent. The State with funds of the State budget is not liable for budget commitments of bodies of power of the Autonomous Republic of Crimea and local self-governmental bodies.
- the principle of complete inclusion – budgets shall include all receipts paid to the budgets and budget expenditures implemented on the basis of regulations and legal directives of bodies of State power, bodies of power of the Autonomous Republic of Crimea, and local self-governmental bodies;
