The Requirements to the Rules of Stay in the Russian Federation to Foreign Citizens Studying in Moscow Polytechnic University
Foreigncitizensandstatelesspersonswhocometostudyin Russiamustfollowthemigrationrulesof the Russian Federation. LegalstatusofforeigncitizensintheRussianFederationisregulated by the following legal acts:
· The Federal Law from 15.08.1996 № 114-ФЗ
«About departure and entry to the Russian Federation»;
· The Federal Law from 25.07.2002 № 115-ФЗ
«About legal status of foreign citizens in the Russian Federation»;
· The Federal Law from 18.07.2006 № 109-ФЗ
«Aboutmigrationregistrationofforeigncitizensandstateless persons in the Russian Federation»;
· Government Decree from 15.01.2007 № 9
«AbouttheprocedureofmigrationregistrationofforeigncitizensandstatelesspersonsintheRussianFederation»;
· Government Decree from 09.06.2003 № 335
«Aboutthevalidationofstandingorderofavisaformsetting, procedureandconditionsofitsissuing, extensionofitsvalidity, renewalincaseofloss, andalsovisacancellationprocedure»
andother.
AllforeigncitizensandstatelesspersonswhocametostudyinMoscowPolytechnicUniversitymustcometotheDepartmentofConsular-visaSupportandMigrationRegistration (roomH-312) thefirstworkingdayaftercrossingthestateborderofRussiaandprovidethefollowingdocumentsformigrationregistrationintheauthorizedbodyofMoscow:
ü passport,
ü visa(citizensofLatvia, Lithuania, Estonia, Turkmenistan, Georgia and foreign countries),
ü migration card,which is filled in on entry to the Russian Federation
ü for foreign students studying full-time
in the begging of the academic year:
o statement from the admission order (1year),
o statementfromthetransferorder(2yearand other);
during the academic year:
o referencefroma StudentsManagementCenter
forforeignstudents learning part-timethose who do not have an invitation for Moscow Polytechnic Universityreference from a Students Management Center (or call inquiry) with dates of a session period.
ü contractcopyandreceiptoftuitionpayment (for those who pay for their education).
Thetear-offpartoftheNoticeindicatedbythemarkconfirms migration registration.
WhenleavingRussiaforeignstudentsmustunregister. TheymustinformtheDepartmentofConsular-visaSupportandMigrationRegistration (roomH-312) in two days before their departure.
StudentsmustkeeptermsofreferencetotheDepartmentofConsular-visaSupportandMigrationRegistration (roomH-312)
- forrenewalofregistration–10 daysbeforeexpiration of validity of registration coupon;

|
- forextensionofvisavalidity–30 daysbeforeexpiration of validity ofa previous visa.
(onlystudyvisasissued at the invitation of Moscow Polytechnic University are to be extended).
Incaseoflossor realizing the missingofdocuments(passport, visa, migrationcard, migrationregistrationnotice) aforeignstudentmustimmediatelygotothe nearestpolicestation at the place of loss to get an incident report and inform theDepartmentofConsular-visaSupportandMigrationRegistration (roomH-312).Aforeignstudenttakesmeasuresonlost (stolen) documentsrenewalbyhim/herself.
Incaseofchanginginformationabouttheformandrequisitesof an ID of a foreign student, documentswhich confirm his/her right to stay (live) on the territory of the Russian Federation, and also his/ her surname, name, patronymic name, place and date of birth, sex, citizenship a foreign student must inform theDepartmentofConsular-visaSupportandMigrationRegistration (roomH-312) within 24 hours.
AllforeigncitizensandstatelesspersonswhocometostudyinMoscowPolytechnicUniversitymusthavea valid medical insurance policyon the territory of the Russian Federation.The absence of a valid medical insurance policy on the territory of the Russian Federation generates administrative offence indicated in part 1 article 18.8 КоАПРФ – violation of entry rules to the territory of the Russian Federation.
NOTE!Issues on authorization or a patent on working in the Russian Federation (temporary residence permit, residence, citizenship of the Russian Federation)arenotwithinthecompetenceoftheDepartmentofConsular-visaSupportandMigrationRegistration (roomH-312).
