GENERAL AND VOCATIONAL EDUCATION
General education aims at producing intelligent, responsible, well-informed citizens. It is designed to transmit a common cultural heritage rather than to develop trained specialists. Almost all elementary education is general education. In every country, primary school pupils are taught skills they will use throughout their life, such as reading, writing, and arithmetic. They also receive instruction in different subjects, including geography, history, etc. In most countries almost all young people continue their general education in secondary schools. The aim of vocational education is primarily to prepare the students for a job. Some secondary schools specialize in vocational programs. Technical schools are vocational secondary schools, where students are taught more technical subjects, such as carpentry, metalwork, and electronics. Technical school students are required to take sonic general education courses and vocational training. Universities and separate professional schools prepare students for careers in such fields as agriculture, architecture, business, engineering, law, medicine, music, teaching, etc.

In October 2011, the project “WorldSkills National Blue-Collar Occupation Championship” was approved by the Supervisory Board of the Agency for Strategic Initiatives (ASI) chaired by the President Vladimir Putin. It was the start of the WorldSkills International (WSI) movement in Russia. In April 2012 Simon Bartley, the President of WSI, visited Russia. After his visit, Russia joined this global association. On May 17, 2012 a regular General Assembly of WSI was held in South Korea. During this Assembly, Russia was formally accepted as a member of the organization. The decision was unanimously upheld by all the member countries of WSI. In the spring of 2013, the first all-Russian professional skills competition “WorldSkills Russia (WSR) took place in Togliatti. The championship was attended by over 300 participants at the age from 18 to 22 who were the students of vocational institutions and the winners of regional contests. After the event, the National Team of the Russian Federation was formed. In July 2013, the national team members participated in the World Championship of WSI in Leipzig, Germany. In May 2014 the second WSR blue-collar occupations championship again brought together hundreds of participants and became one of the main stages for preparing of the Russian national team to the performance at the 2015 WSI world championship in Brazil. The winners of the contest represented Russia in Lille, France at the European championship EuroSkills-2014 (October 2-4). On November 8, 2014 Dmitry Medvedev signed the order on foundation of the union called “The Agency for development of professional communities and skilled workers WorldSkills Russia – WSR”. On December 30, 2014 the non-profit partnership of the union was registered. The founders of the union were the Ministry of Education and Science and the Ministry of Labor and Social Protection of the Russian Federation as well as the autonomous non-profit organization “Agency for Strategic Initiatives in the field of promotion of new projects” (ASI). This union was established with the purpose to assist its members in carrying out the activities aimed at the development of vocational training in accordance with the standards of WSI and providing the Russian economy with highly skilled personnel as well as strengthening the role of vocational education in the field of social, economic and cultural development of Russia.
Nowadays, our country declared its commitment to development and recovery of the secondary vocational education system and in view of the experienced of the industrialized countries, which professional training helps them to gain a competitive advantage and develop their economies, the Russian Government has taken the major initiative to create a powerful tool for further development of the vocational training in our country – the union called “The Agency for development of professional communities and skilled workers WorldSkills Russia – WSR”. In 2015, the national team went to Brazil for the WSI world championship 2017 in Abu Dhabi, UAE. The next international forum in summer 2019 for the first time in history will take place in our country. Kazan will host the young professionals, who were the winners of national competitions from all over the world and we hope that our students will again show the highest level of competency at this tournament.
