Of the Republic of Viridia

 

Chapter I. Foundations of the National Independence of the Republic of Viridia

 

Article 1. The Republic of Viridia is a sovereign republic with the presidential form of State government.

 

The Republic of Viridia shall enjoy all rights inherent in full sovereignty and States' international legal personality, which are recognised in international law.

 

The Republic of Viridia, as a full subject of international law, shall enjoy supremacy in carrying out its internal policy and independence in carrying out its external policy. The organs of State authority and administration of the Republic of Viridia shall function in accordance with the present Act.

 

Article 2. In accordance with international law, the State border of the Republic of Viridia as well as its territory shall be inviolable.

 

The Republic of Viridia consists of five provinces and eighteen districts.

 

The capital of the Republic of Viridia is the Eternal City of Claris.

 

Article 3. The Republic of Viridia has its own State Symbols (flag, State emblem, anthem), which are subject to approval by the President of the Republic of Viridia.

 

Article 4. The State language of the Republic of Viridia shall be the Viridian language.

 

Chapter II. Organisation of the State Authority

 

Article 5. The Head of State in the Republic of Viridia shall be the President of the Republic of Viridia.

 

The President of the Republic of Viridia shall carry out the legislative, executive and judicial authority.

 

The term of office of Generalissimos Victor Nasus, President of the Republic of Viridia, shall expire on 31 March 2036.

 

The President of the Republic of Viridia shall enjoy the rights of functional and personal immunity.

 

Article 6. There shall function a Constitutional Council under the President of the Republic of Viridia (Government of the Republic of Viridia). The Constitutional Council shall assist the President of the Republic of Viridia in carrying out the legislative and executive authority.

 

The Constitutional Council shall comprise Heads of central sectoral and inter-sectoral administrative organs, as well as governors of provinces of the Republic of Viridia.

 

The structure, functions and working order of central administrative organs shall be subject to approval by the President of the Republic of Viridia, on recommendations from Heads of the relevant central organs.

 

The structure, functions and working order of local administrative bodies shall be determined by the President of the Republic of Viridia.

 

Article 7. Only the President of the Republic of Viridia or, in exceptional cases, members of the Constitutional Council possessing written full powers issued by the President of the Republic of Viridia, shall be authorised to speak out on behalf of the Republic of Viridia.

 

Article 8. The judicial authority shall be carried out in the Republic of Viridia by the Supreme Court, the courts of provinces and districts.

 

The President of the Republic of Viridia shall preside at sessions of the Supreme Court and shall be the highest appellate authority.

 

The compositions of all levels' courts shall be approved by the President of the Republic of Viridia on recommendations from the Constitutional Council.

 

Chapter III. Sources of Law

 

Article 9. The present Act shall possess the superior legal power in the Republic of Viridia.

 

The Laws of the Republic of Viridia, the Decrees of the President of the Republic of Viridia and other normative legal acts shall be in conformity with the content of the present Act.

 

Articles 10. The Laws of the Republic of Viridia shall be drafted by the President of the Republic of Viridia and members of the Constitutional Council. The Decrees of the President of the Republic of Viridia shall be drafted by the President of the Republic of Viridia unilaterally.

 

Subject to the provisions of Article 20 of the present Act, the Laws of the Republic of Viridia and the Decrees of the President of the Republic of Viridia shall enter into force at the moment of written approval by the President of the Republic of Viridia.

 

 

Article 11. The practice of courts of superior instances shall be mandatory for courts of lower instances at their hearing of public and private law cases.

 

Criminal courts shall pronounce verdicts in the name of the Great Ocean and by the authority of Victor Nasus.

 

Article 12. International treaties of the Republic of Viridia shall be subject to ratification by the President of the Republic of Viridia. Proposals for ratification of international treaties shall be made by at least two members of the Constitutional Council.

 

On recommendation of at lest two members of the Constitutional Council, the President of the Republic of Viridia may suspend or denounce an international treaty of the Republic of Viridia, in accordance with generally recognised norms of international law and provisions of the treaty itself.

 

International treaties which will have entered in force for the Republic of Viridia shall be part of its legal system. Compliance with international treaties of the Republic of Viridia shall be with the President of the Republic of Viridia.

 

Article 13. The Republic of Viridia recognises international custom which regulates the conduct of civilised nations. The application of such custom should not contradict the spirit of the Sacred Book of All Viridians "The Voice of the Ocean" and the interests of the Republic of Viridia.

 

Chapter IV. Rights and Duties of Citizens

 

Article 14. Citizens of the Republic of Viridia shall be equal before the law without any adverse distinction as to the social origin, status within society, political and other convictions, race, ethnic affiliation, gender, language and religion.

 

Article 15. Citizens of the Republic of Viridia shall enjoy civil, political, economic, social and cultural rights provided for in international law.

 

Article 16. Citizens of the Republic of Viridia shall have the duty to comply with the present Act, Laws of the Republic of Viridia, Decrees of the President of the Republic of Viridia and with other sources of law of the Republic of Viridia.

 

Article 17. Citizens of the Republic of Viridia shall have the duty to protect the cultural heritage of peoples of the Republic of Viridia.

 

Article 18. Citizens of the Republic of Viridia shall have the duty to pay taxes and other mandatory dues provided for by the legislation of the Republic of Viridia.

 

Article 19. The status of foreigners and Stateless persons in the Republic of Viridia shall be regulated by international law.
