Three levels of analysis - Individuals - groups - organizations are equally important in studying and understanding behavior in organization.
Interdisciplinary nature - Principles - concepts - models from the behavioral sciences: - psychology - sociology - cultural anthropology are utilized.
Humanistic orientation The importance of attitudes  and perceptions in understanding behavior within organizations is stressed.
Performance orientation Continual emphasis is places on a search for ways to improve sustain encourage effective performance.
Recognition of external environmental forces The identification and continual monitoring of external environmental forces are important for improving organizational behavior.
Use of the scientific method Whenever possible, scientific methods are used to supplement experience and intuition.
Application orientation Knowledge developed in organizational behavior must be useful to practicing managers when they confront individual, group and organizational problems

ICMA CODE OF ETHICS

Adopted in 1924, the ICMA Code of Ethics defined the principles that today serve as the foundation for the local government profession and set the standard for excellence.

Leadership in a management structure is committed to

- equity,

- stewardship of public resources,

- political neutrality,

- respect for the rights and responsibility of elected officials and residents.
