PROCEDURE OF GETTING RADIO FREQUENCY TEMPORARY CERTIFICATE DURING THE ASEM11 SUMMIT

One of the primary responsibilities of the Communications Regulatory Commission of Mongolia (CRC) is management of the country’s radio frequency spectrum resources.

Participants and delegates intending to bring and use their radio communication equipment during ASEM11 Summit should get their TEMPORARY CERTIFICATE and frequency assignment from CRC in advance. The procedure for authorization and licensing of radio communication service is governed by the law of Mongolia on Radio Wave, provision 13 and the “Procedure on license for business activities in the communications sector”, item 7.2.

Guidance for CRC conformity labelling

In order to prevent the usage of unauthorized radio equipment during the ASEM 11, technical verification and labelling of radio equipment will be performed by the Communications Regulatory Commission of Mongolia.

Radio equipment to be labelled shall meet the following conditions:

  • Must have valid CRC temporary certificate to use radio frequency during the event;
  • Technical characteristics of the radio equipment shall be in compliance with Mongolian standards.

CRC will issue following conformity marking:

Labelling ratio is 19:7

Clear space around the marking is 1 unit, and ratio with clear space is minimum 20:9

 

The temporary certificate shall be issued within 5 working days with proper application form.

To get you temporary certificate you should submit following documents to the e-mail address ASEM11@crc.gov.mn or postal address of CRC in below.

All relevant details such as wanted radio frequency range, transmitter and antenna technical specification details.

  • Temporary certificate duration: Temporary certificate will be issued for the period of the event or up to three months.
  • Radio spectrum usage fee calculation: Spectrum usage fee is calculated according to the following formula. This formula can be find in the “Radio spectrum usage fee calculation methodology” document, item 2.4.

Whereas:

Tт – radio spectrum usage fee;

3т – radio frequency fee;

P – transmitter output power fee;

Y – fee for class, type, quantity and coverage

RECOMMENDATION OF RADIO ELECTRONIC FACILITIES AND RADIO FREQUENCY USAGE IN MONGOLIA

The Communications Regulatory Commission of Mongolia (will refer as CRC from now on), one of main responsibilities are radio frequency regulation and monitoring.

When enforcing radio regulations and monitoring, CRC follows the Mongolian laws on “Communications law”, “Radio wave law”, “Special license for operating entities law” and other similar laws and regulations. CRC also constantly provides knowledge and guidance as recommendations to everyone who wants to obtain radio frequency license.

Law on Radio Wave: As shown in national radio frequency allocation table 3 kHz-300 GHz radio frequency is government property. And CRC issues license to use radio frequency according to law.

Entities who can obtain and use radio frequency: Radio frequency is available for public usage. Individuals, companies that are operating in Mongolia, and following Mongolian laws and regulations, can obtain certificate and special license with proper documents and requirements. Those who use special purpose frequencies will have to notify the frequency usage to CRC.

Type Approval: Radio wave law provision 19.1.1 indicates holders of radio frequency special license, certificate must use device and equipment that are certified and type approved following International and Mongolian standards and regulations.

Prohibitions on radio frequency usage: Radio wave law provision 8.1 states that it is prohibited to use radio frequency without license or special license.

Using radio frequency without license or special license: Radio frequency law provision 14 states all kinds of TV radio receivers, medical examination devices, any kind of an equipment with transmitting power lower than 0.01 watt can use radio frequency without acquiring license and special license.

License holder’s rights and obligations: Radio wave law provision 19.2.1 states that anyone who produces, imports, uses, sells devices that use radio frequency must pre-agree with CRC before any operation.

Frequency Management and Monitoring: Radio wave law provision 20.1 states that on Mongolian territory, CRC and its state inspectors will conduct monitoring and enforce regulations of the communications and radio wave law.
