What is personnel management?

 

  Personnel management is both part of every manager’s job as well as separate staff function – one through which a personnel director assists all managers in important ways.

  The work of personnel specialists varies between human resources management and personnel management. These are not different phrases with the same meaning but different emphases in the work that all such specialists undertake. Personnel management is directed mainly at the organization’s employees; human resources management at management needs for human resources (not necessary employees).

What, then, are the functions of the personnel specialists? According to one expert, ‘The direct handling of people is, and always has been, an integral part of every line manager’s responsibility, from president down to the lowest-level supervisor.’ So all managers are, in a sense, personnel managers, since they get involved in activities like recruiting, interviewing, selecting and training. Yet most firms also have a specialist department (personnel or human resources). So what are the duties of this manager? Before answering this question, let us start with a short  definition of ‘line’ versus ‘staff’ authority.

  Line managers are authorized to direct the work of subordinates – they are always someone’s bosses. Staff managers are authorized to assist and advise line managers in accomplishing these basic goals.

Personnel management and the personnel function

 

As its name suggests, personnel is all about the people who work in the organization. Personnel management is the term used to describe the formulation and execution of the company’s personnel policies. These involve everything from recruitment to redundancy, and are set by management of the company as a whole.

Hence, they must be carried out and observed by all managers in the organization who have subordinates. The personnel function is that part of the organization which is concerned with the advising of management and the administration of duties in connection with staffing. It is usually made up of specialists who have trained or are experienced in this area of management.

The key point about personnel is that it is primarily concerned with the people who perform the tasks and not with the operational tasks themselves. This distinguishes personnel from all other functions of the organization.

The range of tasks performed within the function is broad. The emphasis given to each task will vary with the nature of the organization and its objectives. The list will usually include the following:

ü Recruitment and selection of staff;

ü Induction of new staff into the organization;

ü Training and development;

ü Assessing employee performance; and others.
